Hi I too am a head and neck cancer patient now 3 years post treatment I use staysure they cover my tonsil cancer and we go abroad up to 9 weeks at a time our yearly  policy is just over £300:  I didn't  use them in the first year of treatment I used insure and to they covered me for everythjng apartbfrom the tonsil cancer. Worth a try both if them Hazel

It does seem quite reasonable, he just needs to be confident he'll be he'll be pretty much off the oxycodone by then.
