dad is terminally ill, my mum is refusing to let us see him

Hi,

 My mum has unfortunately always been controlling and manipulative. Since dads terminal diagnosis she is refusing to allow myself or my siblings to see him. This is despite him saying he wants to see us before he goes. 
She has taken control of his mobile phone and refuses to leave his side, she's said if he attempts to contact us she will refuse to look after him. 
I don't know if anyone would know the answer but can she legally do this ?  I am really at a loss what to do.
