I'm sorry to hear about your Dad's diagnosis and that he's struggling with eating at the moment. It's obviously a difficult time for you all. 

We've lots of members here on the forum who have experience with different types of oral cancers and I'd suggest posting a message on this thread. As you'll see it's a very active thread with lots of people posting and it may be that someone is able to share their recommendations with you. 

If your Dad has a specialist nurse then you could give them a call to ask for advice and recommendations. Or alternatively, you could try our nurses on 0808 800 4040, Monday to Friday 9 am to 5 pm. 

I do hope that you're able to find something to help your Dad.

Not sure about numbing the pain. My husband has mucosal melanoma and was recommended Biotene mouthwash + toothpaste, which are on the shelf in Boots, to use before eating. They are good, but they are more aimed at relieving a dry mouth.
