possible pagets disease of nipple

Hi I saw GP today. I noticed a dry scaly patch on one nipple a few weeks ago and a bit of stinging behind my nipple. I've been applying vaseline as I'd just had surgery and thought that it was probably just dry skin. I called and asked my GP for hydracortisone last week and he agreed as long as I saw him today. When he examined me he was able to see the sore on my nipple but was unable to determine whether there was an underlying lump as I'm naturally lumpy. He said that it presents like paget's disease, he said that I need a biopsy and went to refer me to breast clinic on a 2 week referal and advised that there was usually an underlying cancer that preceeded pagets. The referral said that unless the nipple was bleeding that I had to have 2 weeks treatment with mometasone before they would accept a referral. Is this normal and what tests will they do at the clinic? 

Has anyone had recently suspected pagets please?
