TVA with low grade dysplasia

Could anyone please answer a question, if colon  polyps come back as Tubulovillous Adenoma with low-grade dysplasia, does that actually mean they are precancerous?    Does it mean they are definitely not just benign?    I can't seem to get a straight answer, different places say different things.   Thanks
