I am really sorry to hear that despite having a referral, your mum was not able to see the dermatologist. Perhaps she could try again and go back to the GP and explain that due to Covid, the dermatologist did not see her at the time. It is possible that things are a little better now and that the doctor can organise another referral and she can hopefully be seen now by a specialist. 

Unfortunately, no one on the forum will be able to tell you more about what this might be so the best thing to do if she is worried is to give the GP a call and take it from there. 

I hope she gets somewhere this time and that she can have this bump on her shoulder looked at.
