Advice please

I called  my doctor as I was having headaches so he sent me for and MRI ( thought it was a bit over the top at the time) 

I went for the MRI on 5 March got a call back from the hospital on the Monday saying to come back for another one with contrast the next day then I got a call from my GP to say they had found a 16mm lesion in the first MRI and I was being fastracked to the Neurosurgeon.

after the second MRI the doctor called me and said it could be a cyst but that was unlikely as it is surrounded by inflammation. So I asked him if it could be sinister and he said yes

my question is after 2 MRI wouldn't they be able to tell if it's a tumour, I know they might not be able to tell me if it's cancerous but surely they would know if it's a tumour??
