Hi can someone help me understand

A lump was found in Oct last year on my thyroid they told me then after biopsy that I was a number 2 and it had gone back inconclusive they said that my ultrasound had been a 3 

they then repeated it in January it came back as a 3 ultra sound and a 3 biopsy so sent me for another one I had that end off feb just got results from that same thing again his words largely inconclusive he said it was a 3 again for ultra sound 3 for biopsy he then said he didn't want to repeat a 4 th time do suggested I have a operation to remove half off the thyroid so they could know for sure though he said he was not exspected to see any cancer I find this confuseing and the numbers he's given me confuseing if he thinks it's not cancer why would he suggest a op ? How many scores off 3 come back as cancer , he didn't sugest I have another biopsy, can someone explain why the numbers and if this is good or bad ? My lump measured 3 cm by 2 snd a half thanks I'm not wanting to have surgery if it's such a low chance off it being anything thanks help much appreciate , I've found the way he explains things quite confusing
