Squamous cell carcinoma

My 75 year old father had a 10cm SCC sacrum tumour removed on 7 July which has now regrown aggressively along with at least 6 other large bumps/now open lesions in addition across pelvis. Confirmed secondaries in groins. 

Surgeons seem reluctant to operate but have orders a PET scan to inform multidisciplinary meeting. Already a week (6 Sept) since scan ordered and no appointment given plus communication scans delayed by 2 weeks. 
 

Cancer seems very aggressive. It seems urgent but also like delay will continue. What can I do? Should we consider a private scan or review? Can't afford all treatment but wondering if any way we can speed things up by scraping some funds together for initial diagnosis. 
 

so worried and feel entirely helpless.
