Not really high, no, but by high, they probably just mean it's over 10. Anything over 10 means there is blood in the stool and that means the two week wait referral. 

Lots of things can cause blood in your stool and 33 means there isn't much blood in it. Could be something like a hemorrhoid or a fissure.
