Bright red blood on toilet paper

I'm a 31 year old male. I've been having on-off rectal bleeding for a few weeks now. It's usually 1 or a few bright red dots on the toilet paper. I was diagnosed with hemorrhoids. I recently saw a dark red flake on the toilet paper, but as I said, the blood on the toilet paper is bright red. Should I be worried? I would also like to say that I was given suppositories and a cream but they haven't worked.
