I did it through a North Ayrshire money advice service having been referred to them by my care team. If you contact your fathers care team they should be able to refer you to a similar organisation where you are located.
Having consulted Mr Google it may be that upper age limit to claim PIP is state pension age. There may be something that a expert can recommend though so may still be worthwhile getting a referral to a advice organisation.
