i think you will find most insurers are this pricy especially while you’re mums still receiving treatment. 
if you do manage to find anything cheaper I’d advise that you read all  the details of the cover and small print inclusions exclusions before committing. 
myself n mum both  post treatment was 

mine for lung cancer one yr after treatment was £2500

mums for breast cancer was similar n she was 5 yr post treatment 

hope you get something sorted so your mum can have the break she will obviously need and enjoy.

don’t know if shorter distance would have been a little cheaper

just make sure your happy with what the policy covers x

I have stage 3 Breast cancer and have just got a yearly policy for £771 with insure with. They were hundreds of pounds cheaper than alot of the leading insurance companies.
