Brother diagnosed with Bowel Cancer - what will his life expectancy be without having surgery?

My 78 year old brother has just been diagnosed with bowel cancer. His doctor has said he needs a stoma fitting mid chest, followed by chemotherapy. He has categorically refused the operation and has discharged himself. He has agreed to take some chemotherapy tablets (?) He does not know what stage his cancer is, but the doctor did not refer to it spreading during their conversation.

Can someone tell me what is his expected life expectancy is likely to be without the operation. What effect does the chemotherapy tablets have on the life expectancy.
