How lovely that you want to get married after 31 years together - I am sure this would be something your father in law would find really moving. Unfortunately as you can see on the government website here it is not possible at the moment to get married or register a civil partnership in the UK because of coronavirus. Everything is a bit unpredictable at the moment but the situation may however change quickly though so as suggested on the government website, keep checking on the government website link as the page will be updated as soon as the situation changes. 

Fingers tightly crossed that you will be able to plan for your big day soon when it is safe again to do so.
