I am so sorry to hear that your husband's bladder cancer has spread to his liver. It's such a difficult decision to have to take and I hope that your husband's consultant has given you all the information you need. Our website has in depth information on treatment for advanced bladder cancer including chemotherapy and mentions that "chemotherapy for advanced bladder cancer can often shrink the cancer or keep it under control for some time". If you choose to go down that route, I certainly hope that the treatment will help extend your husband's life and keep the cancer at bay.
