Lymphoedema or or IBC

I hope this is the right place to post. My mum was diagnosed with early stage bc in 2019. It was all removed via a lumpectomy and treated with radiation. She's now suffering with extreme tenderness, heat, swelling, and redness of the whole boob which came on very suddenly. Due to covid the gp won't see her in person and has prescribed antibiotics over the phone for a possible infection. She's spoken to a different gp after things didn't improve and has been referred for a scan and a follow up as she hasn't been seen since she was undergoing radiotherapy.

After the course of antibiotics the redness subsided but its  now turned purple, still swollen and painful.

Could it be lymphadma even though there is no swelling of the arm? It looked like mastitis when it first appeared. When reading into it she now has 8 out of 9 symptoms of IBC. I know it could potentially be many other things but wondered if people had been through anything similar. Waiting to get her appointment just seems like forever. 

Can early stage bc return as secondary bc? Sorry if that sounds really silly :confused:
