Non-EEU relative needing cancer treatment

I was wondering if anybody would have any advice about my family situation. 

I am Italian and my wife is chinese and we have been living in the UK since 2007. We both have now permanent residency permit/card and we live in Northern Ireland with our three children. 

My father in law lives in China and he was recently diagnosed with stage 4 non-small cell lung cancer. He has already started chemotherapy with carboplatin at a chinese hospital and a catheter has been attached to his back, through which they regularly remove the liquid that accumulates inside the lung. 

He has nobody in China that can take care of him, so my wife would like to go back to China and take care of him, but since two of our children go to primary school in Northern Ireland, our third child is still breastfeeding, and I work full time and at times also during weekends, our life will be completely turned upside down if she goes to China. Either the children will have to go to China too, or I will have to quit my jobs to take care of them while my wife is away. 

The best option would be if my father in law could receive cancer treatment in the UK. He has already a two years UK visa with 6 months stay allowance every time he comes visit. 

Wuold he be treated like a UK resident by the NHS in this case? Or would he have to pay for treatment? Since his chemotherapy has already started, could it be continued in the UK following the same regime and with the same drugs?

    So sorry to read about your father in law's condition.

    I'm not completely sure of the situation in Northern Ireland but in England he would probably need to pay for any NHS cancer services he received. This is because the NHS is a residence-based health care system, he is a visitor not a resident and his cancer is a pre-existing condition.
