How do I get help from anyone

My husband had bowel cancer and has now got a stoma. In March last year we were told the cancer had spread to both his lungs the biggest lesion being 12 mm but we were told that he is to frail to do anything and to go home and enjoy what life you have left with your family. He is now not eating as he has had Covid twice and is not drinking enough his prostrate is enlarged so he now has a catheter fitted but he keeps getting water infections his weight has dropped dramatically down to 7st 11lb his breathing is very erratic he says he his struggle to get or do anything as he gets out of breath just going to empty his catheter tube so when do I get help he does not get dressed sometimes stays in bed till lunchtime please please advise me
