Relative wanting to move closer to family

My ex husband lives in the midlands and has been told there is nothing more drs can do (no more treatment will be offered) - he wants to be closer to our children in Essex - is there an option if he moves down to stay with one of them, for him to get a place in a local hospice when caring for him gets too difficult for them? If he is not registered to a local dr? 
his cancer has now spread and he’s being given steroids to make him feel better.
