Any idea on potential prognosis for Dad?

My Dad was diagnosed with prostate cancer several years ago. His treatment ceased to work and so he has now been moved to palliative care and given steroids. the cancer has metasticised and is in his bones. He is in no pain but has other significant health conditions and disabilities which means he is housebound. He has a catheter and is doubly incontinent. No doctor has explained what being under the palliative care team actually means. What's his prognosis?

He is also paying £2k a week for live in care and a second carer to attend and move him in and out his bed/chair four times a day. Should NHS Continuing Care to picking up the tab for this at all?
