You could speak to any one of these, but your breast care nurse is probably the best person - they are usually the first point of contact but you often have to leave a message and they get back to you. You should be able to get the hospital switchboard to put you through. I think for anyone to say what this may be, you would need to be examined and then if necessary, they can refer you to a lymphoedema clinic.
