I think you are asking about a rare type of breast cancer called a angiosarcoma (this is a type of soft tissue sarcoma that can affect the breast) changing to an inflammatory type (cancer that affects the skin on the breast)
From what I understand about this type of cancer is that it is found in the breast tissue and also involves the skin at the same time. It is a feature of this type of cancer and may have something to do with how it grows and develops in the blood vessels. Women are usually diagnosed with this type of cancer when it is in the breast and also on the skin.
