Misleading scan results

Three years ago my dad had 2 surgeries to remove a benign brain tumor; they said that they had removed it all and periodically since then every 6 months he has had a scan to keep and eye on whether or not it was coming back.

Just before Christmas he got a call with the results from his most recent scan and has now been called in to the hospital for an urgent discussion as the tumour has come back.

However, the surgeon informed him that it had been showing up for his last three scans (which would date back almost 18 months ago now). Are they allowed to hold this information back from him and for this period of time? He has been given the impression that his scans are all clear for all this time but all of a sudden they are saying that actually, they’re not, and he might need a third surgery this year.

Im just wondering if this is common or if they can do this- are they allowed to keep this information back and claim the all clear when it’s not? Is there something my dad should be doing about it? It seems strange that suddenly they are willing to admit this to him.
