The best person to talk to about the reasons for your second TURBT is your team, as they know you and your cancer.
However, I can say that there are several reasons dependent on your situation. For instance, if cancer is found and is high risk, a second procedure helps to ensure that all has been removed. If the first time no cancer is found, then the doctors can decide to repeat to remove some more bladder wall tissue (muscle) to ensure no cancer cells are present.
Your team will know the reason for you, so do ask.
