Do keep persisting in trying to get an appointment as you need to be checked by a GP first before you can be referred to the hospital if necessary.
I was unsure what your surgery appointment system is. It might be worth calling the surgery at a different time of day and saying you are concerned that you may have skin cancer but you are struggling to get an appointment. I wondered also if they offer an online service do have a look at the surgery website. You might be able to go to your GP to book an appointment, but not all surgeries offer this. It is also worth accepting an appointment even if you think it is a long time to wait. You could ask about cancellations if you can get to the surgery at short notice.
