I have had a lumpectomy, followed by a double mastectomy, a year later. I used Bio Oil, which worked well, but was messy to use. That was 14 years ago and I'm sure that there are better products available now, than there were then.

The breast cancer charity Breast Cancer Now has some information on moisturisers with some suggestions of products that may be helpful. It may be a case of trial and error, with some products working better than others, You can read more about this by clicking here. They also have an have an online forum for people affected by scarring from breast surgery and moisturisers that they found useful at this link. You can register on the site here.

You may also find it helpful get in touch with your breast care nurse as they will be used to talking to women who have also experienced this problem, They may make some recommendations on what may help.
