Is Squamous cell carcinoma in situ Cancer?

Hello, I had a patch of skin on my arm recently biospied and the results I don’t really understand.

I am hoping that someone can help. The letter says 

Bowen’s disease/Bowenoid actinic keratosis and a leaflet on Squamous Cell Carcinoma in situ.

i thought carcinoma meant cancer? I’m not able to grasp what it means but I will use the cream and hope for the best.

    Carcinoma does mean cancer but in situ describes a very early form of the disease - it means the cancerous-looking cells are only seen where they started in the outermost layer of the skin and aren't growing deeper underneath.
