It sounds like scar tissue that has granulated a bit (over grown), and gets irritated. Speak with your GP first about it, and see what they say.

Sometimes, you can treat the area more specifically, with hot/cold therapy, cryotherapy/cauterisation etc, to remove some of the existing skin cells, and encourage new healing to then occur. But see what the doctor says. It may be a case of living with it.
