I can understand that it is very difficult waiting for further surgery. It is a little beyond the original timeframe that you were told. This may be due to the ongoing current availability of operating theatre slots, and also the breast surgeon's workload. You could try contacting the breast surgeon's secretary and leaving a message about your concerns. You can also contact the hospital trust PALS (patient advice and liason service) Officer, who can look into your situation for you.
