Yes, this can happen. Sometimes, you can have a small degree of nerve endings that are damaged, and that don't entirely return to normal after treatments. Also, over time, scar tissue can form, and this is thicker and more fibrous, and less elastic. You could try some gentle massage to the area and keeping it well moisturized to help some. Do let your GP know if the pain changes or gets worse, as you can get infections in breast tissue too.
