Yes, it is probably related to puberty, hormone levels fluctuating, or possibly a local skin infection. It is not likely to be cancer in someone of your young age so don't worry. Try putting some antiseptic cream on the area for a few days to see if it helps to clear it up. 

Do confide in a trusted adult, or one of your parents, as it helps to share health worries. If it doesn't resolve, then you might have to pop along to see your GP or practice nurse.
